US, Canada and Mexico all have their membership dated 1 January 1995. That a WTO negotiation between member countries likes US, Canada and Mexico in Uruguay led to the General Agreements on Trade and Services (GATS). That under GATS are 4 modes of trade and services between nations, the most interesting of which that concerns some Americans regarding illegal immigration is Mode 4: the movement of natural persons.
